TeamUP – Holistic Capability and Technology Evaluation and Co-creation Framework for Unskilled First Responders and Enhanced CBRN-E Response

Goal: CBRN-E incidents, i.e. emergency situations in which emergency services are confronted with chemical, biological, radiological or nuclear substances, possibly in combination with explosives, pose a constant threat. Emergency services have to provide assistance without often being adequately trained for such incidents themselves. In addition, the emergency services are rarely aware of the risks that CBRN-E material poses to their own health. Managing a CBRN-E incident, including the recovery of victims, requires standardized procedures, advanced skills and appropriate equipment. A comprehensive approach must therefore cover several steps: (1) identification of the CBRN-E situation, (2) triage of casualties and (3) decontamination on site before casualties can receive further medical assistance.

The TeamUP project will analyze how responders can meet these specific requirements by developing and testing innovative technologies for the detection, identification and monitoring of hazardous materials and for monitoring the health status of responders and integrating them with innovations for triage and decontamination. In addition to training and equipping the emergency services, TeamUP aims to raise public awareness of CBRN-E incidents and strengthen social resilience.
